About Us
David Fraszka, MPS, AEM
Co-Founder/Managing Partner
David grew up in Westchester County, NY, and has dedicated his career to public safety and emergency preparedness. After earning a Bachelor of Science in Kinesiology from Penn State University (2009), he joined a large metropolitan police department in 2011, where he now serves as a Detective Lieutenant.
In 2018, David earned a Master of Professional Studies in Homeland Security from Penn State University, further expanding his expertise in emergency management and crisis planning. In 2019, he accepted a part-time role as the Public Health Emergency Preparedness Coordinator for the Town of Greenwich, CT, where he developed community-wide preparedness plans and coordinated response efforts.
David is a Certified Associate Emergency Manager (AEM) through the International Association of Emergency Management (IAEM) and has completed numerous specialized courses, seminars, and exercises in both emergency management and law enforcement. He has also been featured on local news and radio outlets as a subject matter expert in emergency preparedness.
Today, David continues to work with schools, healthcare facilities, businesses, and municipalities to strengthen safety, resilience, and readiness for critical incidents.
Ken Lacey
Co-Founder/Managing Partner
Before beginning his law enforcement career, Ken spent ten years as a professional basketball player in Europe, excelling in Italy’s top-tier Serie A League. Following his retirement from professional sports, he joined a large metropolitan police department in 2011, where he now serves as a Captain and Commanding Officer of the Crime Control Strategies Division.
In this role, Ken oversees strategy and coordination for crime reduction efforts across the city and brings extensive experience as an Incident Commander during critical events. He also served on the department’s School Safety Committee, where he helped develop Emergency Preparedness and Action Plans for local school districts, with a specialization in active shooter preparedness.
Ken holds a Bachelor of Science in Human Services with a concentration in Neurodiversity, bringing unique insight into how emergencies affect individuals with diverse needs. This background informs his ability to design preparedness plans and trainings that are inclusive, practical, and effective for all populations.
In addition, Ken has completed numerous emergency management and law enforcement training programs and is a graduate of the FBI-LEEDA Leadership Trilogy, a nationally recognized credential in police leadership. His combined expertise in leadership, crisis response, and inclusive safety planning uniquely positions him to help schools, businesses, and community organizations strengthen resilience and prepare for critical incidents.
